There is confusion about the animal control resources in Solano County. At least it really seems that way when scrolling the local social media pet pages.. Who really does what around here?
I visited all the shelter websites for this information. I’m hopeful that this blog answers some of those questions.
I found an animal. I see an injured animal. I see a deceased animal. There is a dangerous animal running around. Who do I call?
Within city limits these are the contact numbers:

Humane Animal Services is available Monday-Friday 8am-5pm only. For after hours and weekends, please contact your local Police Department.

This is the animal control arm contracted to respond to strays, enforce animal laws, respond to injured animals, and pick up deceased animals (among other things) in their area of coverage. Visit their webpage for more information about their services and to apply for employment.

“Sheriff’s Animal Control is responsible for providing animal control services and promoting responsible animal ownership through education and enforcement to the City of Vallejo and the Unincorporated areas of the county through the following activities: Patrols in areas of jurisdiction; enforcement of animal codes and regulations along with investigating charges of animal abuse. “
This group manages the Rabies Control Project for the county. They will respond for vicious animals, injured animals, strays and take bite reports in their areas of jurisdiction.

HSNB operates a non-profit 501(c)3 that offers shelter and adoption services for homeless animals. It is not a government funded facility, although they currently advertise that they have a contract with the City of Vallejo. This contract funds them taking in animals that are stray and surrendered in the City of Vallejo only. These animals are brought to them by the Solano County Animal Control. HSNB often has animals available for adoption and would love for you to see if one will fit into your home.
Volunteer opportunities abound at the HSNB. Here are the currently advertised volunteer needs:
- Dog Walker & Socializer
- Cat play time & socializing
- Outreach events
- Clerical & office work
- Animal care, cleaning, and feeding.
- Facilities & grounds maintenance
- Docent/Greeter
- Foster care
- Fundraising
- Marketing, graphic design, and public relations assistance

SPCA of Solano County is a privately funded non-profit 501(c)3 animal shelter founded in 1974. They receive no government funding and survive on donations and grants. SPCASC is dedicated to finding loving responsible homes for adoptable animals in Solano County. The SPCA does not take in any stray animals from the community. They just do not have the funding and space. Most of their adoptable animals are rescued from nearby animal shelters.
Volunteer opportunities are plentiful here too.. They usually have needs for the following volunteers:

- Event Promotion
- Facility Upkeep
- Fundraising Events
- Program Activities
Due to the Pandemic new volunteers are not being processed. bWatch their Facebook page for announcements about when the volunteer opportunities will open again.
Did you know they have a store where you can buy supplies for all your pet’s needs? Their store is open during normal shelter hours.
Do you need a low-cost vaccine clinic for your dogs or cats? They offer one at their site once a month on a Saturday. The schedule is on their webpage and announcements are published on their Facebook page.

The next shelter is the one run by Solano County. As a shelter run by the county, they get most of their funding from the local government. The statement on their web page about their purpose is:
“Solano County Animal Care Division is responsible for the care of all stray, injured, abandoned, and unwanted animals for the seven surrounding cities: Benicia, Dixon, Fairfield, Rio Vista, Suisun City, Vacaville, and Vallejo. We are devoted and dedicated to the service of our residents and welfare of all animals residing in Solano County.”
This shelter has improved by leaps and bounds over the past several years. Their focus on rescue and rehoming has reduced their euthanasia rate significantly. They house all the strays that come in from the communities within the county except for Vallejo. Currently they are not offering immediate surrenders. Surrenders are accepted by appointment only and after some counseling. Their goal is to do everything they can to help the owner and the animal before placing it in the shelter.
They are currently running a low cost spay/neuter clinic, a low-cost vaccine/microchip clinic and a Community Cat Program that focuses on Trap/Neuter/Release (TNR).
